Define the Water Before Designing the Controls
The phrase wash water can hide major differences. A low-volume rinse of loose dust from an upper panel creates a different stream from treating organic growth, removing bird residue, correcting mineral deposits, cleaning an oily service wall, or stripping a coating. The planning worksheet should identify the substrate, visible soil, proposed product, application and rinse methods, approximate area, expected volume range, and adjacent materials that could enter the flow. Product labels and safety data inform use and handling, but they do not establish that water is acceptable for a particular drain or disposal destination after it contacts the building.
Pre-existing site material belongs in the inventory. Loose paint, chalking coatings, metal corrosion, roof sediment, planter soil, litter, grease, dumpster leakage, parking residue, and construction dust can be mobilized even when the work is described as facade cleaning. Dry source control may reduce the burden before water is introduced. Depending on the material and site, that can mean sweeping, vacuuming, carefully collecting ledge debris, or isolating an unrelated spill for proper handling. The point is not to wash every visible condition into the same collection area and sort it out later.

- Remove manageable dry debris before adding water where the material and site allow.
- Keep restoration, repair, degreasing, and construction cleanup outside a maintenance plan unless separately assessed.

Walk the Dallas Site by Gravity
Drain tracing should begin at each work elevation and follow slope instead of convenience. Mark area drains, curb inlets, trench drains, loading-dock drains, roof leaders, scuppers, sumps, landscape depressions, cracks, ramps, alley connections, and low points. Repeat the walk along hose routes and staging areas because a leak or disconnect may occur away from the facade. Observe neighboring parcels and public rights of way. A curb cut, alley crown, garage ramp, or opening under a fence can carry water beyond the boundary shown on a simple site plan.
Dallas property forms create distinct tracing problems. Downtown and Arts District sites can have below-grade garages, attached sidewalks, vaults, planters, and limited collection space. Deep Ellum and the Cedars mix older buildings, alleys, entertainment uses, and changing pedestrian activity. Design District and Stemmons Corridor properties may include broad service drives, warehouses, showrooms, loading areas, and drainage crossing active vehicle routes. Preston Center, North Dallas, and Lake Highlands properties may have larger landscaped setbacks, but that does not establish that wash water can be directed to soil or irrigation features. District context tells the assessor where complexity may appear; the actual parcel determines the plan.

Dallas Water Utilities' Stormwater Management division describes its role in keeping stormwater and urban runoff clean, monitoring water quality, and protecting local creeks, streams, lakes, and the Trinity River. The city's published pavement-washing tips tell businesses not to allow wastewater containing soaps, detergents, or other cleaning chemicals to escape to streets or storm drains and describe limited conditions for relatively clean, chemical-free water. A facade project should not stretch that general handout into permission for a site the city has not evaluated. The building soil, product, water volume, erosion potential, and drainage destination still need attention.
TCEQ provides statewide stormwater permit information, including resources for municipal systems, construction, and regulated industrial facilities. Its industrial stormwater pages explain that permit applicability depends on the facility and activity, and they discuss pollution-prevention planning for covered industrial operations. A commercial office, hotel, warehouse, health-care site, or mixed-use building should not be assigned a regulatory category from a marketing description. The property owner or operator may already have plans, authorizations, industrial processes, or discharge restrictions that affect exterior work. Those documents should be identified by the responsible parties before a contractor assumes an ordinary building-wash procedure applies.
Build Controls as a Monitored Sequence
A reliable control plan is usually a train rather than a single drain cover. It can begin with source reduction, continue through directional work and temporary flow barriers, and end with collection, solids management, storage, and an identified disposition. Reduced rinse volume may help when it remains compatible with the cleaning objective and product instructions. Smaller work zones can keep liquid within the capacity of a vacuum or collection point. Dry removal can keep leaves, sediment, and loose coating fragments out of pumps and filters. Each upstream decision reduces demand on the next device.
Temporary devices have limits that should be tested on the actual pavement. Berms can leak across rough concrete or be displaced by hoses. Magnetic or weighted covers may not seal an irregular curb inlet. Socks can slow water without containing dissolved material. Filters selected for suspended solids do not automatically remove detergents, salts, dissolved metals, or treatment chemistry. Wet vacuums and sump pumps need power, backup planning, hose routing, and storage capacity. A tank sized to the best-case water estimate can force a mid-operation decision when a facade requires more rinsing than expected.
Let Heat, Wind, and Rain Change the Day
Dallas weather is part of wash-water engineering. National Weather Service 1991-2020 normals for Dallas/Fort Worth include an average of 20 days at or above 100 degrees each year. On hot pavement, a thin film can evaporate before reaching the planned collection point while leaving concentrated residue behind. On a sun-loaded facade, rapid drying may prompt additional rinse volume and increase the recovery demand. Heat can also affect workers, batteries, pumps, hoses, seals, and temporary materials. A plan based on normal output under mild conditions should not be assumed adequate on a hotter surface.
Wind changes both source location and control area. Mist from a drone-assisted pass or ground sprayer can move toward vehicles, pedestrians, landscaping, adjacent properties, air intakes, recessed entrances, or a drainage path outside the bermed zone. Downtown towers and building gaps can produce localized flow that differs from a general forecast. The crew should evaluate conditions at the elevation and at grade, then use defined triggers to reduce pressure or zone size, change elevations, switch methods, or pause. A broad statement that work proceeds below a single wind speed may ignore geometry, nozzle behavior, stand-off distance, and gusts.

- Assess wind at the work face and at grade rather than using forecast speed alone.
- Include roof drainage and rainfall in collection-capacity estimates.
- Define weather stop conditions for ground work and drone operations before setup.
Keep Traffic and Water Access Inside the Same Plan
Water controls must coexist with people and vehicles. A vacuum hose across a Downtown sidewalk, a berm at a Deep Ellum service door, a tank in a Design District loading lane, or an extension cord near a Preston Center entrance can create a new hazard while managing runoff. The site map should overlay pedestrian routes, accessible paths, fire lanes, garage entries, loading windows, deliveries, rideshare areas, waste collection, tenant doors, and emergency access. Controls can then be placed where they remain effective without depending on the public to understand an improvised obstacle.
Traffic can also defeat containment. Tires may cross and deform a berm, delivery vehicles can block a spotter's view, and a truck entering a loading dock can pull hoses or transfer lines. Smaller work zones, temporary routing, scheduled pauses, protected hose ramps, observers, and facility communication may be needed. In active districts, sidewalk and curb use can change with lunch traffic, entertainment schedules, events, and construction. No fixed neighborhood response time or universal work window is credible. The property contact should identify known peaks, while the field lead retains authority to pause when the controlled area no longer matches the plan.
Coordinate Drone and Ground Boundaries
Drone-assisted exterior cleaning changes how water reaches an upper wall, but it does not change the need to control what reaches grade. The flight map and drainage map should use the same elevation names, work zones, exclusion areas, and stop signals. Spray drift beyond the planned wall can bypass ground controls. Hose movement can cross a pedestrian route or disturb an inlet cover. Downwash and facade geometry can move fine droplets differently near ledges and corners. A spotter focused only on the aircraft may miss a developing runoff problem, while a water-control observer may not recognize that a flight path is shifting the source.
FAA operating requirements are evaluated separately from the water disposition. Part 107, airspace authorization where applicable, visual line of sight, Remote ID applicability, aircraft limitations, weather, operations around people and moving vehicles, and emergency procedures all require attention. Dallas includes controlled-airspace considerations associated with airports and heliports, so a street address should be screened rather than assumed available. Property permission does not resolve federal airspace, and successful airspace review does not make a crowded ground zone acceptable. Both sides of the plan have to work at the same time.

A concise wash-water packet can preserve the reasoning that matters: site photographs, a drainage sketch, known and unknown drain destinations, surface and soil inventory, products, expected volume, control sequence, storage capacity, proposed disposition, contact information, weather limits, traffic plan, and emergency steps. It should name the person who can change the field plan and the conditions that require that decision. Crew briefings are stronger when workers know why each inlet is protected and where flow is expected, rather than seeing a collection of devices placed without context.
During work, records can include start and stop times, weather observations, zones completed, water volume recovered where tracked, filter or tank changes, bypass checks, deviations, and communications with facility staff. Photographs should show both setup and active conditions. A pristine drain cover before the first rinse does not demonstrate that it remained sealed after hoses moved. If an incident or unexpected flow occurs, the record should describe what was observed and what operational response followed without speculating about legal conclusions.
